Primordial Sea
Primordial Sea creates heavy rain when the ability is activated (by Kyogre reverting to its Primal form). Heavy rain has the same effects as regular rain but with some additions: The abilities Cloud Nine or Air Lock are still able to bypass the effects of Primordial Sea, but Mold Breaker is not.
